For Russia, whose population numbered 167,000,000, manpower seemed the least of her problems. Bad roads, scant railways, low industrial capacity, poor standards of education and literacy, and a grudging treasury limited the size and effectiveness of her army. Later it would appear that so much of the Russian economy depended on sheer manual labor, that it would suffer disproportionately from withdrawal of manpower. For the moment, the great distancesand bad communications slowed mobilization. Officer and non-commissionedofficer cadres were weak in numbers and education, weapons, and equipment were in short supply, ammunition reserves set low, manufacture severely restricted.
